Function Description:

The TBCUSTOMIZE system variable is used to control whether users could customize tool palette groups.

Saved in : Registry
Initial value : 1
Range : 0,1

It controls whether the CUSTOMIZE command could used for customizing tool palette groups, and whether display Custom option in toolbar shortcut menu.

System Variable Value:

0 : disable access customization
1 : enable access customization
