SCALETEXT Command

Function Description:
This command is used to zoom in or out the selected text object without changing its position.
Each selected text object has its base point. The base point is a relative fixed position when resizing or scaling. Specifying
a base point for the selected text will not change its insertion point.
The TEXT command has described base point options of above. The base point
options of single line text is similar with multiline text except for options of Align, Fit and Left, but those three options are equivalent to BL option.
Note: Users can only specify new model height of non-annotative text objects.
