Function Description:
The ROLLOVEROPACITY system variable is used to control the palettes opacity when cursor moving to it.

System Variable Value:
0: completely transparency
1: completely opaque
This system variable determines the default setting in the Transparency dialog box > Rollover section > How transparent should the palette be on mouse hover? option.
