Function Description:
The PALETTEOPAQUE system variable is used to control whether palettes can be opaque.

When the transparency is available and turns on, users can use "Transparency" option in shortcut menu to set transparency for current palettes or all palettes. The transparency may be disabled in the following conditions: palettes or windows are fixed; current operation system does not support transparency; started up hardware accelerator key.
System Variable Value:
0: turn on palettes transparency
1: turn off palettes transparency
2: turn off palettes transparency
4: transparency is off without support by hardware or operation system
If started up hardware accelerator key, the settings of 2 and 3 are available; otherwise, only settings o and 1 are available.
Note: this system variable can also be found in "Transparency" option in shortcut menu. At the bottom of "Transparency" dialog box, the Disable All Window Transparency (Global) option controls and is controlled by the PALETTEOPAQUE system variable.
