Function Description:
The NAVSWHEELOPACITYBIG system variable is used to control the opacity of big SteeringWheels.

When specified to be 90, the big wheel nearly fully opacity in the drawing window and hide object viewport under the wheel. If the value is smaller than 90, the big wheel fades displaying in the drawing window, objects under the wheel are visible.
