Function Description:
The DIMDSEP system variable is used to specify a single character decimal separator for creating dimension whose unit format is decimal.

Input a single character under command prompts.
If the dimension units has set to be decimal, it uses characters that specified by DIMDSEP, rather than default decimal point.
If the DIMDSEP has set to be NULL, it uses decimal point as dimension separator.
