Function Description:
The DIMATFIT system variable is used to control the text and arrows alignment method when the extension line space is not sufficient to place them.

System Variable Value:
0: place the text and arrows outside of extension line
1: move arrow outside of extension line, and then move text
2: move text outside of extension line, and then move arrow
