Function Description:
The DGNFRAME system variable is used to determine whether the frame of DGN reference underlay is visible or need to plot in current drawing.

System Variable Value:
0: do not display or plot the frame of DGN reference underlay.
It will temporarily redisplay the frame when selected or previewed the selection set.

2: display but do not plot the frame of DGN reference underlay
