Function Description:
The CETRANSPARENCY system variable is used to set the transparency level for new objects.

| Range | BYLAYER, BYBLOCK, 0, 1 \~ 90 |
Users can change transparency states by "Properties" palettes or "Layer Property Manager".
Note: limit the transparency to be 90% to avoid confusion of layer closed or frozen.
