Function Description:
The DIMTVP system variable is used to control the vertical position for dimension text above or below the dimension line.

It uses the DIMTVP value when the DIMTAD is off.
The vertical offset is created by text height and DIMTVP value.
Setting the DIMTVP to 1, the DIMTAD is set to be on.
The dimension line will be broken to place dimension text when the absolute value of DIMTVP smaller than 0.7.
