Function Description:
The BACKGROUNDPLOT system variable is used to control whether to close background plot when ploting or publishing a drawing.

System Variable Value:
0: plot and publish in foreground
1: plot in background and publish in foreground
2: plot in foreground and publish in background
3: plot and publish in background
It is default to plot in foreground and publish in background. When -PLOT, PLOT, -PUBLISH, and PUBLISH are used in a script (SCR file), the BACKGROUNDPLOT system variable value is ignored, and -PLOT, PLOT, -PUBLISH, and PUBLISH are processed in the foreground.
