Function Description:
The NAVVCUBEOPACITY system variable is used to control the opacity of NaviCube tool when it is not active.

When specified to be 100, the NaviCube will be opacity to display in drawing window and hide all objects under NaviCube in viewport. If specified to be a value smaller than 100, the NaviCube will fade displaying in the drawing window and all objects under it can be visible. Specified to be 0, the NaviCube will not display in the viewport unless placing cursor on it.
