Function Description:
The DIMCEN system variable is used to control how to draw center marks and center lines for circles or arcs by DIMCENTER, DIMDIAMETER, and DIMRADIUS commands.

Initial value : 0.0900(Imperial) or 2.5000 (Metric)
According to DIMDIAMETER and DIMRADIUS commands, it creates center marks when the extension lines placed outside of circles and arcs.
System Variable Value:
0 : do not create center marks and center lines
<0 : create center lines
>0 : create center marks
The absolute value of DIMCEN system variable specifies the size of center marks or center lines.
