Function Description:
The ANNOALLVISIBLE system variable is used to hide or display annotative objects that do not support current annotation scales.
The ANNOALLVISBLE system variable settings are saved separately for model and each layouts.

Range : 0,1
System Variable Value:
0 : only display annotative objects that support current annotation scales
1 : display all annotative objects
Note : when the ANNOALLVISIBLE system variable has set to be 1, it only display one scale expression, even if the annotation objects support multiple scales
