Function Description:
This command is used to create a new drawing.

The display of the NEW command is determined by the STARTUP and FILEDIA system variables.
When specifying FILEDIA to 1 and specifying STARTUP to 0, the Select Template dialog box
is displayed.
When specifying FILEDIA to 1 and specifying STARTUP to 1, the Create New
Drawing dialog box is displayed.
When specifying FILEDIA to 0, a command prompt without regardless to settings of
the STARTUP is displayed.
