Function Description:
The LOCKUI system variable is used to lock the location and size for tool bar and dockable windows(such as design center and property palettes).

The locked toolbar and windows still can open or close, and add or delete items. Pressing Ctrl key to temporarily unlock.

0: do not lock toolbars and windows
