Function Description:
The BLOCKEDITLOCK system variable is forbid to open block editor or edit dynamic block definition.

System Variable Value:
0:allow to open block editor
1: forbid to open block editor
When set the BLOCKEDITLOCK system variable to be 1, it displays the "Properties" palettes by double-clicking the dynamic block.
If it contained attributes in the block ,double-clicking the dynamic block can open the "Enhanced Attribute Editor" dialog box.
