Function Description:
The ANNOAUTOSCALE system variable is used to update annotative objects to support annotation scales when they are changed. If the ANNOAUTOSCALE system variable is a negative number, it closes auto scale function, but settings reserved.

0: the new set annotation scales has not added to annotation objects
1: add new set annotation scales to annotative objects which support current scales except for those on layers that are turned off, frozen, locked or that are set to Viewport > Freeze
2: add new set annotation scales to annotative objects which support current scales except for those on layers that are turned off, frozen or that are set to Viewport > Freeze
3: add new set annotation scales to annotative objects which support current scales except for those on locked layers
4: add new set annotation scales to all annotative objects which support current scales
