Function Description:
This command is used to set rotation center in 3D dynamical observation view.
Activate 3D dynamical observation view and use a specified orbit center by the pointing device. If specifying a point beyond the current viewport,
the 3DORBITCTR command will ignore the specified point and use the default
point.
